Project objectives

The project complies with paragraphs 1, 7, 35, 36 of Topics of scientific research and scientific and technical (experimental) developments of the Ministry of Education and Science of Ukraine for 2022 ‒ 2026.
It will contribute to the development of recommendations and algorithms and models for the administration of personnel in the existing teams of state and local authorities, state-owned enterprises and critical infrastructure enterprises in an unstable external environment. The Ukrainian co-author has scientific achievements and intermediate results that allow us to make an assumption that during martial law, and especially the full-scale war that takes place in Ukraine, the list of factors influencing the administration process and strengthening the relevance of the research topic is significantly expanded.
The obtained results can be used to create e-government tools, information and analytical decision support systems in the risk and security management system.

Project goals

Today we have the need and opportunity to study the real impact of hostilities and the pandemic on the teams of various institutions and enterprises. The results of the study will be unique for forecasting the development of enterprises and institutions in other countries in an unstable external environment. A feature of the study is the impossibility of operational expansion of the staff of critical infrastructure enterprises.
AIM:
To analyse the influence of external environment factors on the staff of enterprises and organizations of critical infrastructure on the basis of safety-oriented administration and build a methodology for interchange of personnel in order to improve the quality of work, maintain stress resistance and a  ertain level of risk and safety of enterprises. The prospect of continuing this project is the creation of a software product to support management decision-making.
OBJECTIVES:
RO1: Identify the main challenges that the war poses to territorial communities in Ukraine.
RO2: Identify important opportunities for improving the work of communities and state-owned
enterprises that emerged during and after the war in Ukraine.
RO3: Identify mechanisms that can be used and best operational practices that can be developed to
exploit these opportunities.
METHODOLOGY:
Semi-structured interviews with leaders of territorial communities and state-owned enterprises in the region to develop staffing requirements, identify new opportunities, mechanisms for engaging veterans for community and enterprise development, and implement best practices. Secondary data, when available, can be used to profile communities, businesses, and help provide tailored management guidance for the site we are investigating.

FUTURE PROSPECTS:
This project is a starting point for further cooperation. The previous direction concerns the training and periodic counseling of the heads of territorial communities regarding the involvement of veterans. Management of the psychological state of the displaced fell to workers of territorial communities, social assistance and employment agencies. The outcome of this project provides vital understanding and evidence to support decision making during crises and disasters in highly unpredictable and volatile, wartime conditions.
Ultimately, beyond this project in two to three years, the aim would be a future application to create a virtual learning environment in the form of a consultation center, training public workers and distance learning. The Institute of Economics and Management has prepared and partially equipped appropriate premises, but there is still much to be done, which can have significant impacts on well-being and economic recovery. Future bids also potentially could be applied for through Horizon Europe Security Stream (along with other EU partners) https://horizoneuropencpportal.eu/ or a UK equivalent replacement if not eligible.

Odesa Polytechnic National University, a division of the Institute of Economics and Management, developed a number of teaching methods and trained hundreds of migrants. The result was a stable life for migrants and a reduction in tensions between population groups.
The Ukrainian partner and research assistant will contribute to the development of the research and methodological framework, as well as undertake data collection and interview analysis, as well as the writing of the project and any related publications.
The Ukrainian partner has relationships with seven communities within the Odesa region. Within this, five subhead division leads, within each community, act as gatekeepers and provide access to the wider communities to undertake the interviews and surveys. There is potential to expand by a further three communities, to ten, within this region. It is anticipated that 150 surveys will be distributed and 15-20 semi-structured interviews undertaken, dependent upon availability and stability in the region.

Expected results

1. Once completed, the research project will provide management recommendations for territorial communities on how they can face the challenges and take advantage of the opportunities in the Ukrainian market. These guidelines may include, for example, researching employment opportunities for veterans. The Ukrainian partner was a member of the development group for both the Odesa City Development Strategy and the Odesa Region Development Strategy and therefore has intimate knowledge and understanding of the key indicators within these and what is required to address these meaningfully.
2. Future application to create a center for training community employees on veteran adaptation, community development, fundraising, grant writing, small business promotion, and community training on how to help migrants and veterans.
